The OC is the primary decision-making body for the PBC. It is responsible for establishing the working methods, agenda and membership for the PBC's country-specific configurations and the Working Group on Lessons Learned.

The OC elects the Chair of the PBC and all 31 members of the PBC are members of the OC. The Chair and the OC are responsible for reporting on the activities of the PBC to the General Assembly and the Security Council.

Under the leadership of Ambassador Yukio Takasu (Japan), the OC expanded its role to include consideration of cross-cutting issues in peacebuilding such as gender mainstreaming and the role of the private sector.
